The most common issues identified were the diminishing availability of landfill and unsustainable landfill practices, low levels of recycling and high volumes of waste. Other reported issues included an increasing cost of waste disposal, ineffective and inefficient waste management in remote communities, the need to ensure that landfill practices met legislative requirements and a lack of sewerage infrastructure, which restricted urban development and was a major health and environmental concern.
